Rules for the Election

    • This election is for the West Chester University faculty representative to the State System Faculty Council.
    • This election will be decided by a plurality vote unless there is only one nominee in which case the election will be decided by an approve/disapprove ballot. A tie among the top vote getters will be settled by a run-off of those candidates.
    • All full-time and adjunct faculty members at WCU are invited to participate in the election of the WCU faculty representative to serve on the IFC.
    • APSCUF WCU will host the election in accordance with its published policies and proceedures provided on the APSCUF-WCU Nomination and Elections Committee web page located at http://www.apscufwcu.com/apscufne.htm
    • Candidacy for the role of the WCU IFC representative is available to all members of the faculty.
    • If you are interested in declaring your candidacy as part of this opportunity, please complete this nomination form including a statement of interest.
    • The statement of interest must be completed by the applicant and posted on the nomination form. Please limit your statement of interested to no more than 250 words.

Tina Chiarelli-Helminiak

Dear colleagues, I hope you and your loved ones are well during these non-normal times. I ask for your support to serve as the PASSHE Faculty Council WCU Representative.

I am at the end of my second term as a APSCUF Legislative Assembly Delegate and would like to continue to offer service at the PASSHE level. I bring to this position an understanding of the higher education landscape due to my scholarship and service at the national level. I understand local issues across the PASSHE system due to my experience as a state system alumni, faculty at two of our Universities, understanding of how the integration will impact communities, including where my family lives, and work experience across Pennsylvania in rural and urban settings. I will use my coalition-building and advocacy skills to represent the faculty perspective through this shared governance body as we move into a post-pandemic world.

Orhan Kara


Department: Economics & Finance

Since my start here at WCU in 2003, I have been fortunate to serve in numerous committees as a member, co-chair, and chair to witness and help the transformation of WCU. In addition to my theoretical background in educational administration, I was able to understand the workings and politics of the university and faculty expectations after serving a seven year department chair, a member of the council of chairs, and an APSCUF alternate state delegate. I have always supported faculty interest without any hesitation and would like to continue to advocate faculty interest on this committee as PASSHE universities are going through significant transformation that has profound impact at WCU. I hope that PASSHE values this committee’s input at the true meaning of ‘shared governance’ and I will be proud to represent our faculty. Thank you for your votes. Stay safe.
