Rules for the Election

    • Each department can have at most one representative on the University Faculty Development Committee.
    • The committee has nine faculty representatives--four from the College of Arts and Sciences, one from each of the Schools of Health Sciences, Education, Music, and Business and Public Affairs, and one from the non-classroom faculty--and four additional members representing various university groups.
    • The election is decided by a plurality of those casting votes unless such results violate the previous rules or the number of candidates does not exceed the number of positions to fill. In the later case, each candidate will be voted on by an approve/disapprove ballot.
    • Vacant seats will be filled one at a time with the current vacant seat filled by the candidate with the highest vote count. As each seat is filled, the candidate filling that seat and any other candidates from the same department as the candidate filling that seat will be disqualified. Votes cast for disqualified candidates, as just defined, will not be considered in filling remaining vacant seats.
    • Each candidate selected counts as a cast vote.
    • All regular terms begin the first day of the academic year.

Gabrielle Halko


Department: English

I would like to be involved in the important work of the University Faculty Development Committee for three reasons. First, as a former recipient of an FDC grant, I know firsthand how helpful this committee can be in terms of aiding faculty in finding time to complete scholarly projects. In my case, it helped me to refine my research agenda and led, directly or indirectly, to several conference presentations and a publication. In terms of the bigger picture, I believe that supporting my colleagues is a key part of my academic life. This committee plays a critical role in such support. Finally, I think it's easy to feel disconnected from some of the great work that our colleagues do because we're all so busy with our own teaching, scholarship, and service. I look forward to the opportunity to learn more about faculty research from across the University, and to help facilitate its success.

Zhen Jiang


Department: Computer Science

Dr. Jiang joined WCU in 2002. Since he got tenured in 2007, he has published 6 papers in top level journals such as IEEE trans. on Reliability and JPDC, 12 papers in prestigious conferences such as IEEE INFOCOM and ACM FLASH. One of them has a citation number 23, among all his 32 well-cited papers since 2002 that are listed in the DBLP computer Science Bibliography. His book “From problem toward solution: Wireless sensor Networks Security” has been published by Nova Publishers in 2009. He is often invited by other universities. In the past two years (2010 and 2011), he gave 20 different talks in various universities. He is the visiting professor at Shanghai Jiaotong University, China. His research has been granted by many fund resources (8 internal and external grants since 2007, including NSF, FDC, and CASSDA, out of total 15 since 2002).

Dr. Jiang was invited as a panelist to review proposals for NSF. Currently, he is the external reviewer to review proposals for Hong Kong Research Grant Council, and is the panelist for the office of Global Environment for Network Innovations (GENI). He is the area editor of International Journal of Ad Hoc & Sensor Wireless Networks. He serves technique committee for more than 20 IEEE conference and workshops. He is invited to review technique papers by more than 10 journals. Dr. Jiang is also active in many committees. For instance, in 2009-2011, he served as a committee member for PTW. He involved in the organization of many IEEE conferences and workshops, including the recent IEEE MASS 2011.

Dr. Jiang received the award of the FDC 2007-Fall2008 to support graduate students Jennifer Krantz and Risa Ito, helping the evidence collection and experimental data display for the proposal writing of a granted project NSF 0840891. This student work also results in a best paper award in the IEEE flagship conference in Dr. Jiang’s research area. With his conference organization experience, he would like to have a chance in the FDC committee to share this experience with all applicants and help them to copy this success.

Graham MacPhee


Department: English

Research and scholarship is a vital component of our professional lives, and institutional support for such activity is an important recognition of this. I am an active researcher with an extensive record of publication, and I am the editor of the international peer-reviewed scholarly journal College Literature. I have benefitted from support from the Faculty Development Committee in the past, and I am aware of just how significant it can be--especially for younger scholars, or those aiming to establish new projects or change direction in their scholarship.

I am committed to evaluating all proposals fairly and impartially, and to doing everything I can to support research and scholarship at West Chester. I hope you will consider voting for me.

Eleanor F. Shevlin


Department: English

An active scholar, I am highly interested in serving on the University Faculty Development Committee. Since my arrival at West Chester in 2001, I have worked hard to promote a deeper recognition of the central role that scholarship plays in a university's success; to garner resources needed for scholarship in the 21-st century; to communicate opportunities among colleagues; and to participate actively in Research Day as well as area-wide university exchanges and seminars. I have also served on the Executive Committee of an international scholarly society for 8 years, and this experience would prove useful to work on this WCU Committee. Moreover, that I have received numerous national and international grants and fellowships as well as internal WCU grants and that I have experience serving as external reviewers for organizations such as NEH Digital Humanities Projects, PASSHE grants, and the Icelandic Research Council should prove to be additional assests in serving WCU faculty on this committee.
