Rules for the Election

    • 1 CAS representative must be from the Arts & Humanities with the other CAS representative being from the Social & Natural Sciences.
    • Each department can have at most one representative on the Evaluation Policy and Training Committee.
    • Membership on the committee is restricted to the following structure: 2 faculty representatives from the College of Arts and Sciences, 1 faculty representative from each of the Schools of Health Sciences, Education, Music, and Business and Public Affairs, and 1 faculty representative from the non-classroom faculty. Of the two representatives from CAS, one must be from the Arts or Humanities and the other from the Natural or Social Sciences. Non-classroom faculty are those faculty in Educational Services, the Library, and Counseling.
    • The election is decided by majority of those casting votes unless such results violate the previous rules or the number of candidates does not exceed the number of positions to fill. In the later case, each candidate will be voted on by an approve/disapprove ballot. If an insufficient number of candidates receive a majority, a run-off election will be held between the top two eligible candidates. If there is only one eligible candidate for such a run-off, an approve/disapprove ballot will be used.
    • Vacant seats will be filled one at a time with the current vacant seat filled by the candidate with the highest vote count. As each seat is filled, the candidate filling that seat and any other candidates from the same department as the candidate filling that seat will be disqualified. Votes cast for disqualified candidates, as just defined, will not be considered in filling remaining vacant seats.
    • Each candidate selected counts as a cast vote.

Mahrukh Azam


Department: Chemistry

I am just finishing my fifth year at West Chester University in the Chemistry department. As a current applicant for tenure and promotion, I have found the EPT workshops very helpful while going through the TeP process. If elected, I will use my own recent experience to help others and provide my perspective and input as a recent applicant.

Frank J. Hoffman


Department: Philosophy

I joined the faculty of West Chester University in 1990. Since then I have been teaching courses in Philosophy and Religious Studies, including Asia courses. In recent years I have worked voluntarily and without release time as Associate Director of Ethnic Studies. In this capacity I have helped organize an annual series of Ethnic Studies Seminars, usually twice a month, with a variety of heritages and topics represented. My life experience includes living in diverse communities, and so participating in these seminars is stimulating. I want to be on this evaluation policy and training committee in order to gain greater understanding of the evaluation process both for professional development and to help others.

Zhen Jiang


Department: computer science

I joined Computer Science Department at WCU in 2002. I love this school, its culture, and the people, including students. I also like this neighborhood.

I would like to share my experience and make contributions in improving the evaluation process at WCU. With the goals of promoting conversations and collaborations, the improvement aims to bring (1) an easy, broad, and effective dissemination process of evaluation information, (2) a friendly and interactive communication channel between the applicants, review committee, and resources at WCU, (3) a good helper for document preparation of individual faculty member for the peer-review at WCU, and (4) an efficient evaluation with the consideration of many diversities in background, culture, level, requirement, working load, etc.

Since 2002, I have taught a general education course CSC115 for 7 years, which is offered for students from all departments (e.g., Accounting, Applied Music, Chemistry, Elementary Education, English, Health, etc). As a member of Information Assurance Center designated by National Security Agent (NSA), I have created and upgraded 3 graduate courses to meet the national training standard of NSA. I have supervised 6 undergraduate and graduate students of WCU in my research projects, supported by either external or internal grants. The latest undergraduate student under my supervision is Ms. Jennifer Krantz. The collaboration result is published in the proceedings of the international conference ICDCS 2008. In 2008, my research project: A new method for resource management in wireless sensor networks is granted by NSF in the division of Computing and Communication Foundations (CCF), award ID: CCF 0840891.

I am a member of New Faculty Orientation Committee at WCU. I also join other internal and external committees, such as the panel for National Science Foundation (NSF, USA) and the one for Research Grant Council of Hong Kong (HK, China), for peer-reviewing their research projects in my research areas, and the external review committee for the ITM Department program at Delaware Valley College. I have chaired, hosted, and organized 9 international conferences and workshops. Currently, I am chairing the workshop in conjunction with a major IEEE conference which will be held in October in Macau SAR, China.
