Rules for the Election

    • Seats are alternate representatives.
    • State Delegates are elected by a plurality of votes cast, with no delegate being elected with less than twenty-five percent of the ballots cast.
    • State Delegate seats will be filled by the candidates with the highest vote count until all seats are filled. The remaining candidates, ranked by highest vote count, will fill seats for Alternate State Delegate until all seats for alternates are filled.

Clifford Johnston


Department: Mathematics

I continue to believe that the coming years will continue to challenge the union. Our new chancellor, Chancellor Greenstein, has changed the relationship between the Office of the Chancellor and APSCUF to one where faculty input seems welcome and faculty are recognized as key collaborators in the success of our universities. Still, under-funding and political pressure will continue for the foreseeable future, and anti-union legislators are emboldened by the recent Janus decision that eliminated fair-share. The State System Redesign is just beginning and will likely result in significant changes to PASSHE. In truth, we are negotiating a new contract in a time of great uncertainty.

As a State Delegate, I will serve on behalf of the WCU faculty to keep APSCUF focused on those activities that will continue to build on our successes. I have served many years as State Delegate and member of the State-wide Meet and Discuss Team. As a State Delegate, I will use this experience to support our local delegation and leadership.

John Kinslow


Department: EDS

I currently serve as Department Chair for Educational Development Services (for Students) which includes faculty from programs that offer support for students such as EXPS, ADP, OSSD, LARC and the Liberal Studies, B.S. Prior to my service since 2010 as a Non-Classroom faculty advisor to Pre-Major (EXPS) students, I taught in the College of Education from 1998 until 2010. My areas of teaching included undergraduate and graduate courses in Educational Technology.

I have been active with APSCUF and I am currently our EDS APSCUF Department representative. Previosly I have served on other APSCUF committees such as "Meet and Discuss" and APSCUF Exec.

This nomination is to serve as an "Alternate" State Level Delegate for our union and I look forward to the opportunity to help as needed.

Kerrie Ocasio


Department: Graduate Social Work Department

I have just completed my first year on the tenure track at WCU, in the Graduate Social Work Department. Serving on APSCUF is in line with my core values as a social worker. Further, as a social worker that specializes in public policy and has worked as a lobbyist in the past, I do feel that I have skills and experience that will be helpful as an alternate State Delegate. This would provide me with an opportunity to increase my University-level service and determine whether I would like to run for State Delegate in the future.

Mia Ocean


Department: Graduate Social Work

I am a strong believer in the power and importance of unions. I understand in order for unions to be successful, they require a lot of work. I have served as a Department Representative for the past year and have been focusing on membership building and outreach at the Philadelphia campus. I am also new-ish to WCU and the PASSHE system so I am likely more qualified for an understudy role as I continue to learn.

Jeffrey J. Sudol


Department: Physics

Experience: Department Representative since 2011, State Delegate 2015-2017, member of the Side Letter Committee on Hours for Faculty Whose Basic Responsibilities Lie Primarily Outside the Classroom.

Philosophy: Autonomy, Complexity, and Reward are the pillars of job satisfaction, and satisfied workers produce the best product.
