Rules for the Election

    • This Election is for the 9 ALTERNATE STATE DELEGATE SEATS
    • State Delegates are elected by a plurality of votes cast, with no delegate being elected with less than twenty-five percent of the ballots cast.
    • State Delegate seats will be filled by the candidates with the highest vote count until all seats are filled. The remaining candidates, ranked by highest vote count, will fill seats for Alternate State Delegate until all seats for alternates are filled.

David I Backer


Department: Professional and Secondary Education

I would be honored to serve our union in this capacity. I have served as department representative for two semesters and was active on the Center City picket line during our strike. I have since helped organize happy hours for faculty living in Philadelphia to keep the flame of that solidarity alive, and have worked closely with student activists on behalf of the union. I think our political moment is an important moment, and APSCUF can both protect our interests as workers and play a decisive role in Pennsylvania. Serving as a delegate would be an exciting opportunity to participate.

Christina Chiarelli-Helminiak


Department: Graduate Social Work

The preparations leading up to and the three days on strike last Fall provided us with the opportunity to advocate for social and economic justice and workers’ rights. As an educator and scholar, I focus on social justice and human rights and my involvement with APSCUF gives me the opportunity to continually model the importance of advocating for one's self.

I have been involved with APSCUF since beginning at WCU in 2014 and would like to further my commitment to our union as a State Delegate. I am prepared to represent WCU APSCUF members at the State Legislative Assembly meetings and communicate the issues raised and decisions made with our local chapter. We cannot deny that public education and union rights continue to be targeted at the state and federal levels. I will be your advocate as a State Delegate.

Randall Cream


Department: English

I've served the union in several capacities, most recently as captain of our picket in Center City Philadelphia where I helped organize a multi-institutional picket line that was positive, purposeful, and powerful. I would appreciate your trust as candidate for State Delegate.

Dwight Lamar Davidson


Department: Health

I would welcome the opportunity to serve my colleagues as a representative to the APSCUF State Delegate Assembly. My union experience dates back to high school when I joined the Retail Clerks Association of the AFL/CIO. My first strike was in support of a work action by the Meat Cutters union; my most recent was our strike with PASSHE. I have always been committed to the principles and practices of organized labor, with my voice and my feet. I am proud of how we stood together to protect the rights of our members and believe I can be a strong voice as we continue our shared fight.

Stacy Esch


Department: English

APSCUF is the keystone between the work we do and the conditions under which we do it. It is one of the most important, most defining aspects of our culture and our mission here at West Chester University and throughout the PASSHE system. I strongly believe all of us who work within in this system must support APSCUF in any way we can. Having been at West Chester University for almost 20 years, first as a full time adjunct, and now as a tenure-track member of the English department, I am ready and willing to support APSCUF as a state delegate. If you agree, please vote for me.

Bruce Norris


Department: Educational Development (Prof. St.)

Given what is happening in higher education in general, but particularly in the commonwealth, I appreciate the role that APSCUF plays in advocating for the faculty, students and, indeed, our institutions within the system. I will be honored to serve as a state delegate, if elected.

Amanda Olejarski


Department: Public Policy and Administration

I would like to serve our campus as a delegate. I teach graduate and doctoral students, both in-class and online. I am a tenured faculty member (associate professor), and I have served our union since my first year with PASSHE as a departmental representative.

I. Larry Udell


Department: Philosophy

I am the philosophy department representative locally, and have been an APSCUF member from the time I arrived here in 1999 as an adjunct. I have a strong commitment to quality education and to our union, and would be proud to represent our local at the statewide level.

K. Jamie Woodlief


Department: English

For the past two years I have served as an alternate State Delegate, and this year I also serve as a department representative for the English department. As an alternate, I have not yet had the chance to attend an assembly and would like the chance to meet with my fellow colleagues and learn more about the union, particularly after the events of this past Fall.
