Rules for the Election

    • This election is for 6 state delegates and 6 alternate delegates. The six candidates with the highest vote totals will be seated as delegates and the next six will be seated as alternates provided they get at least 25% of the votes cast.
    • State Delegates are expected to attend 3 state-wide meetings held on a Friday and Saturday in various locations across the state. The assemblies meet in September, February, and April. State Delegates are also members of the Local Representative Council.
    • State Delegates are elected by a plurality of votes cast, with no delegate being elected with less than twenty-five percent of the ballots cast.
    • State Delegate seats will be filled by the candidates with the highest vote count until all seats are filled. The remaining candidates, ranked by highest vote count, will fill seats for Alternate State Delegate until all seats for alternates are filled.

Charles Bauerlein


Department: English

I served as a state representative to the West Chester delegation for about eight years, between 2007 and 2015. I took a break from service to the general assembly for this past year and feel refreshed and ready to serve again. I have been on the faculty in the Department of English for 28 years and a proud member of APSCUF since 1988. I will bring a considerable amount of institutional knowledge to this position because of my previous service on the delegate assembly. I am fully committed to the ideals of union membership and to the important role our union plays in helping to govern and grow the state system of higher education. Clayton Garthwait


Department: University Libraries

In 12 years at WCU, I have seen a number of members step up to advance the APSCUF mission. I, along with every other faculty member, have benefitted greatly from their efforts. I wish to contribute to this energized and committed representation as a state delegate. I have served as a local department delegate and know the CBA well. I have worked with unions for 20 years as both a member and manager. With the current state of contract negotiations, state and local APSCUF leadership can use all the support they can gather. A strong united faculty will help our students as well. If elected I will bring dedicated enthusiasm to representing ALL APSCUF members. Thank you for considering my nomination.

John Kiinslow


Department: EDS

My understanding is that we NEED MORE WCU faculty representing us in Harrisburg. I know that our issues at WCU aren't exactly the same as those of some of our sister institutions - but we also have much in common with other educators across the state.

Now that we've got an opportunity to gain a more appropriate number of representatives (as many as 30)- to make our WCU voices more "audible" in Harrisburg, I think this is a good time to pitch in. . With 12 state delegates whose terms are ending in the near future - that makes this a GREAT time to step up - otherwise WCU could lose - rather than gain leverage during this important year of contract negotiations! Michael Malcolm


Department: Economics & Finance

I would appreciate your support for state delegate. I have served as an alternate delegate for the last two years and attended every legislative assembly that was held during my term. I have always tried to be both an advocate for WCU interests and to bring information back to campus. I would like to briefly mention a few things that make me well-suited for the position.

1. I have previous union experience as a TA at UW-Madison. During my time there, we dealt with a protracted contract issue and a strike authorization. I also facilitated discussions between my department and union leadership.

2. My research background is in game theory, and I have done some work specifically on bargaining theory and labor markets. I think this is a useful perspective to bring to the table.

3. The business school historically has been somewhat underrepresented in APSCUF activities, and continuing to solidify the relationship only makes our position as a union and as faculty stronger.

I have always been a strong supporter of public higher ed and will continue to advocate for our system in any capacity that I can. Thanks for reading and for your consideration!

James Pruitt


Department: Chemistry

I am asking for your support for a third term as a State Delegate. I am on the local Executive Council and have become very familiar with the current state of contract negotiations, attend Assemblies and local events, and support APSCUF as much as possible. I take my responsibilities to represent the WCU faculty very seriously and will continue to be a contributing member to any caucuses at Assemblies to maximize our university's and union's impact and come to a successful contract conclusion.

Thomas John Seifried


Department: Education Development & Services

After my 28 year career in the Air Force, I went back to college and obtained my Ed.D. ,majoring in Adult Student Education with a minor in Counselor Education. My first position after completion of my degree was at the Penn State Brandywine campus working in Career Services and teaching Introductory Statistics. I have been at WCU for the past fourteen years as a temporary faculty member working in Pre-Major Academic Advising. Our university has nearly 25% of our faculty classified as temporary/part-time. I believe they are in a unique situation, particularly not knowing what their employment status will be academic year to academic year. I believe I can provide a voice for this integral population of our university. I have served AFSCUF as an alternate delegates for two years making trips to Harrisburg, State College, and most recently Gettysburg all tremendously worthwhile.

Jeffrey J. Sudol


Department: Physics

I am an associate professor in Physics with eight years of experience at WCU. I am the B.S.Ed. Physics Program Coordinator, and I have served as a Department Representative in APSCUF for the past three years. I have worked on a number of CBA related issues over the years, ranging from compensation for university supervisors of student teachers to the workload associated with faculty evaluations. I am committed to reducing our workload so that we can focus our attention on our students. I am committed to increasing our compensation so that we are financially secure in our retirement. I will not accept any cuts to our contract. I will not accept the continuation of our current contract - it must improve, and I will not accept any changes to the CBA that compromise the integrity of the work we do.

Cheryl Wanko


Department: English

I have served as a state representative for two terms, following a term as an alternate. In doing so, I have always tried to bring the information I gain at state assemblies back to campus to help keep my WCU colleagues informed on important state business. I also try to be active in state-level discussions, both as a delegate and as WCU's representative to the state Public Relations committee. I would like to continue serving in both capacities, and so I would be grateful for your vote.

K. Jamie Wooldief


Department: English

I have been with the English Department for the past nine years and was recently converted to tenure-track from adjunct, which I feel gives me a unique perspective and voice to represent our union in Harrisburg. This past year, I served as an alternate but never had the chance to attend a meeting. I would like to have another chance this coming year.
