Rules for the Election

    • State Delegates are elected by a plurality of votes cast, with no delegate being elected with less than twenty-five percent of the ballots cast.
    • State Delegate seats will be filled by the candidates with the highest vote count until all seats are filled. The remaining candidates, ranked by highest vote count, will fill seats for Alternate State Delegate until all seats for alternates are filled.

Jen Bacon


Department: English

I would be delighted to continue in my role as a State Delegate for APSCUF. I have served in this capacity for the past three years, and prior to that I served as an alternate State Delegate. I have been elected by the State Delegate Assembly to serve on the State Rules and BiLaws Committee, which is overseeing substantial changes to the process for contract negotiations. I've been active in local APSCUF since my arrival at West Chester in 2000, and I'm very concerned about the upcoming contract negotiations. The 25% cap on temporary faculty will have particularly challenging ramifications for West Chester, as will the current economic turndown. I feel I'm up to date on these issues and can well represent our faculty in the Statewide forum.

John Elmore


Department: Professional & Secondary Education

My name is John Elmore and I am in my fourth year here at WCU. I think most people that have come to know me here have quickly recognized my deep appreciation for faculty rights and the role faculty play within a shared governance model. I was very active in the AAUP at my previous institution and held several faculty leadership positions during my tenure there. I have written and presented extensively on faculty rights, shared governance and, most recently, on the negative impact of the corporate model on higher education. I would appreciate the opportunity to put my perspectives and experience to work for my colleagues here at West Chester by serving as an APSCUF representative.

Frank J. Hoffman


Department: Philosophy

I strongly support the work of APSCUF and believe that we have a good leadership team here at WCU. Since joining the faculty here in 1990, I have supported a vision of academic community that includes collective bargaining and shared governance. At APSCUF - WCU I have served as department delegate, recording secretary, meet and discuss team member, CAP chair, and executive council member. At State APSCUF I have served on the Health and Welfare Committee and Legislation Committee. Now I am asking for your support so that I may continue to be a supporter of faculty rights, academic freedom, and the principle of fairness to all.

Joel M. Ressner


Department: Chemistry

I have served as a delegate to the APSCUF State Legislative Assembly for over fifteen years. As a member of CAPC I developed a strong interest in curricular and policy issues; as a delegate to the APSCUF State Legislative Assembly I have maintained a focus on these issues. I am also currently serving as Chair of the APSCUF State Retirement Committee. This committee advises the State APSCUF Executive Committee on contractual and legislative issues invoving SERS, PSERS, TIAA-CREF, and other alternative retirement plans. I solicit your support so that I can continue this work. Thank you!
