Rules for the Election

    • The term for this office is September 1, 2001 to August 31, 2003.
    • State Delegates are elected by a plurality of votes cast, with no delegate being elected with less than twenty-five percent of the ballots cast.
    • State Delegate seats will be filled by the candidates with the highest vote count until all seats are filled. The remaining candidates, ranked by highest vote count, will fill seats for Alternate State Delegate until all seats for alternates are filled.
    • If the number of candidates does not exceed the number of positions to fill, each candidate will be voted on by an approve/disapprove ballot. Determination of State Delegates and Alternates in this case will be based on ranking the candidates by the number of approve votes.

Gail Bollin


Department: Elementary Education

I recognize the importance of our university's representation at the State Delegate Assembly and would like to serve an additional term. In the past, I have served as my department representative to the local Delegate Assembly and as a member of the local APSCUF Executive Committee. I have survived two tense strike authorization votes on the floor of the State Delegate Assembly and am well aware that APSCUF has been and will continue to be a major player in maintaining the high standards of education in the SSHE.

Cliff Johnston


Department: Mathematics

I feel the union plays an essential part in maintaining a quality faculty throughout the State System. For the past two years, I have served as chair of the Nominations and Elections Committee of WCU APSCUF, and in that position, I have worked to increase faculty involvement in the election process. As a State Delegate, I will work to represent the interests of the faculty at West Chester and ensure that our voice is heard both at the state level of APSCUF and in Harrisburg. Joan M. Polka


Department: Counseling and Psychological Services

My experience as a state delegate spans two terms. The first was during contract negotiation and strike preparation, a particularly informative experience for a new delegate. The second, which I am filling now, is as an alternate at the state level while I continue as a local delegate here on campus. Additionally, I am a member of our local APSCUF Gender Issues Committee and will be representing that committee, and our campus APSCUF members, in Harrisburg 3/22. What I have learned from meeting union leaders and members from throughout the system, hearing them consider difficult points and seeing them apply their considerable acumen, is that such knowledgeable, robust union representation is vital to our interest. I would relish the opportunity to serve as a state delegate again, fusing my experience at WCU over the past 25 years with my more recent understanding of APSCUF throughout the SSHE, to contribute to the continued strength of APSCUF, especially as we prepare for the next contract.
